Have you removed the bolts from below that go into the chassis rail? Looks like one is still in the thread on the driver side and you've bent the reo yanking it off.

these 2 must be cut off or sheared off or something... were doing nothing but were the ones i expected to get to...there are *none* on the passenger side as far as i can tell...

They'll be inside some holes in the square chassis rail from below.

There's sometimes another bolt up behind the headlight that could be the issue.

That's not a bolt, that's just a alignment pin. Just slots in. Not held in by anything

They're threaded (or at least mine and a friends was), I've found bolts in there before, just many don't put them back in.

i think that huge rust patch on your quarter panel should be your main and only priority right now lol.

Maybe that's why every second FTO has poor bumper alignment haha
