Yeah the FTO setup has me a little confused with the horn.
We have converted FRE55H's steering wheel from stock to Momo wheel .. And have a similar problem .. And that the horn is a different set up, and I think we need to put in the metal plate to ground the horn and make it work..
I think ... That the reason they have the two wires is to have 1 to horn, and 1 to ground ... That way when the button is pressed, you don't need the bash plate to ground the horn ... I think.. Maybe .. Sort of ... I hate electronics...

Why do I have two connectors on the horn button?
Ground one of them to one of the screws on the boss kit
Plug the other one into the stock plug and ground the other
Make sure there is contact at all time between the little knob coming out of the steering column and the contact ring on the boss kit

I've had boss kits that don't have the plate before, I cut the back off the old wheel with the brass plate & retro fitted it to the back of the new boss.
I cut all the horn bits out and ran new wires to the loom cause the stock boss setup is messed up and mine started to make metal scratching noises cause the plastics had worn away
