There are a couple of reasons why it is illegal, one being you don't "own" the plates. Another being if you paint them they will no longer be reflective.

I used to live in an area where no-one bothered cleaning their cars, and rego plates for that matter and no-one seemed to care. Mind you we don't have the lazy-man rego cameras where I used to live so the cops has to do it the hard way
