Or you can just sign up to an account using your bank details and add funds to your pay pal acc. Ive had one a lot prior than 16

Off topic - im f**king loving paypal at the moment - they have a new 'pay after delivery' thing theyre trialling.
They pay upfront, you pay them in 21 days. They would have so many people not being able to pay after 21 days lmfao must be a clerical nightmare for them.

Yea, used it multiple times, still got a few hundred dollars of sh*t to come out in a few weeks time i just bought - but i make sure i have the money to spend in the first place, and with the feedback ive been getting off fleabay, it seems im a rare person who pays instantly for an item as i only buy if i have the money etc then just paypal it through.
Be interesting if it sticks though. Im a paypal veteran though, everything is verified and goes through them so im not sure if its available to everyone who just signs up..
