The tip would be about 1/2" thicker But seriously the very end of the tip adds a few db?
Worst case is you will have to weld a stock tip up, but at least the guts of the exhaust is in.

offline we have spoken about this in detail,
its quite likely the baffling in the resonator and the exhaust is stuffed and thus, allowing a bit more flow/noise.
tis to be expected on an exhaust system that old.
having said that, its not much of a fail.
lucky we didnt put the punched out cat on!
where to go from here will be a personal choice.

Could you not look at a quieter aftermarket exhaust? (If that even exists )

thats an option
1) get a silencer/resonator... leave it
2) get a silencer/resonator, drop it well below db... then swap it out to what it was before the EPA test.
3) get a silencer/resonator, drop it well below db... then swap it out and get an all new exhaust setup that makes gizz look like playdough (a-la gholdy)
4) get an all new exhaust setup that meets both happy wee and happy EPA needs

Will swing by a local exhaust shop today..
Will look at putting in another resignator, and maybe muffler.
EPA official (when I called them up for next steps) was a good enough bloke. So we had a chat, and he gave me his thoughts on what went wrong. He does think it may be to do with the baffling in the system as to never know if it is old or punched out.
He said for 10db difference in deceleration it has to be that.

Yeah, I'd also agree the muffler is dead, so making the extra noise.
Had the same thing in the Merc until the rear muffler was replaced.
Hope it all works out.
