I guess the perimeter is surrounded by poles/bollards with chains locked between them, where only Jeremy Clarkson able to gain access?
Btw, does the opera house and harbour bridge lights-up at midnight even on normal days without any occasions?

Yes, they light up from sundown, although just plain white unless there is a special occasion and they mix it up a bit.
