You can't get your car to that exact spot though, you can only walk there

I guess the perimeter is surrounded by poles/bollards with chains locked between them, where only Jeremy Clarkson able to gain access?

Yes, they light up from sundown, although just plain white unless there is a special occasion and they mix it up a bit.
