that's a rather broad question, it's a bit like asking are Mitsubishi cars any good?
The answer to your questions is that the best tyre you can buy is the one that best suits your requirements. Tell us what your requirements are and then people will be able to give you an appropriate response.
All manufacturers, regardless of whether it's tyres or computers will make a range of products to cater for different people's wants and budgets. There is no one best nor one brand better than the other in everything they do.
As a general statement however, you can say that given you are looking for low profile tyres for 18" rims, it would be very hard to find a "bad" tyre. The reason for this is that the tyres have to be made of very good materials to be able to get to this size. Likewise, you'll find virtually all low profile 18" tyres are either "V" or "Z" rated, again a testament to the materials being used.
So what do you require in a tyre and what is your budget?

I've use Falken GRBII before, they average on dry, & shocking on wet. They are cheap & the pattern looks good, & thats about it.

OK, but you've got to understand that this is not a reflection of Falken as a whole rather just that one tyre. Each manufacturer will make tyres with different compounds and tread patterns for different road conditions and situations. What you need to do is pick the one which best meets your typically conditions and driving style.
