PCV blocked?

The breather from the crank case to the intake pipe wasn't connected to the intake and was covered in oil, also a fair bit of oil on wires underneath (i've just bought the car).
Does this then sound like my PCV valve is blocked/not working right?

When people change their intake piping, they often replace the tube that runs from the rear rocker cover to the intake pipe and add a small breather filter. It is possible that your car was run without one of these breather filters or that the previous owner removed it before selling the car to you. Either way, not having it properly connected to your intake piping is illegal.
The PCV circuit consists of 3 tubes (rear rocker cover to intake pipe, PCV valve on the fronr rocker cover to the intake manifold and one from the front to the rear rocker cover) and the PCV valve. I recently replaced the 3 tubes as they looked pretty far gone and cleaned the PCV valve. To clean out the tubes or the PCV valve, grab a can of carby cleaner, spray liberally inside, hold both ends and slosh around, drain and repeat till what comes out is clean.

Yeah maybe they had a different pipe on and then put stock one back and forgot about that pipe or just had the pipe off and forgot, anyway it wasn't connected so I put it back but there was a fair bit of oil inside. Will check the pcv valve anyway.

Dras did you try sucking air through yours to make sure it was working afterwards or was there no need?

I tried blowing air through both ends.
Inhaling crud can't be good for your health.

Spray some carb cleaner through it. Make sure you head the bearing rattle around when giving it a shake!
