Starter motor not even ticking over

So I just got a text from Nick (The Real Technikhaus) and I had to run over to his car a few blocks away.
We went to start the car, and the starter didn't even tick over, it had 12V, but it sounded as if the starter wire was cut.
he's been having issues with it taking a while to start, as if it had less than 12V.
Would this most likely mean that the starter is screwed, or would it more likely be bad cables?
We had to clutch start the car in reverse, due to where it was parked.
