'95 MIVEC AUTO - 4th Sluggish?

had my GPX just under a year now, came to me stuck in limp mode, MAP sensor busted, brakes basically welded and all belts freyed.
Finally fixed everything listed, however there's one thing that's confusing me, not sure if it's common or not but 4th just feels... slow?
1st - 3rd I can use the entire rev range when I want, but 4th takes an age to climb through the revs.
Not sure if the MIVEC is kicking in, yo.
For real though, is this just a common FTO thing or is something up?
