my automatic fto dosent start in park but it starts in neutral

so i have an FTO that im trying to get blue slipped soon and i went to start it and it wouldn't so i couldn't find anything wrong so i decided to put it in neutral and then i tried to start it and it fired up. what would be the cause of the and how would i fix it? would it be a starter motor problem or a wiring issue? thanks
