Ride height regulations can differ between states...
If you have a Fulcrum shop near you try them, I went for a suspension check & quote for future modification & they had the FTO on book as well as all the local laws regarding ride height...

In NSW the front bumper (bar) must be at least 10cm off the ground.

Minimum ride height in vic is 100mm, same as NSW

in SA the minimum ride height is 10cm from the front axels forward and the rear axels backwards... theres is some weird percentage thing for working out between the axels (for cars such as stretch limos) but i would just go with 10cm all through. That goes for any part of the car so dont miss the muffler.
I have a copy of the SA legislation but have lent it to my bro-in-law so i cant get the exact wording.

our rules are 100mm from the lowest point in the car... be it exhaust or a loose wire!

when i had my car lowered, it was 12cms off the ground stock! the lowerest point was near the tranny sump area.
In vic its 10cms.
