There's about 4 pages full of "did you check the cluster

Yeah.. I wanted to get eliminate everything I could before taking it to someone for something that I could potentially fix myself (granted, that isn't much, but still). And I dont have access to a temp gun so I tried everything else that I could before paying someone else to do it. No you nong. The reason for 2 fans is they switch on independently at times. Low speed would switch on when your coolant temp goes above normal operating temp and if your low speed fails to keep your operating temp normal the second fan turns on. That's why your car is going over norm operating temp but not overheating as the high speed circuit is kicking on. So the low speed should be kicking in before the high speed does.
